For the border stitches, their number changes in some of the rows. This is to add 2 more stitches on each edge in order to offset the lace pattern. Then, you later decrease those 2 stitches on each side in order to make the next pattern repeat go back to the original position. If you do exactly what the pattern says, it will come out right. It's basically a 4-row repeat over and over, with edge stitches added in and taken away over and over.
